National Multi-subject Test (NMT) Platform for Ukraine
National admission platform for school graduates, built on Open edX for the Ministry of Education and Science of Ukraine
About the Project
In March 2022, Russia’s full-scale invasion made Ukraine’s paper-based External Independent Evaluation (ZNO) impossible to hold. School graduates still needed a way to enter universities that summer. Prozori Solutions built the platform for the new computer-based National Multi-subject Test (NMT), Ukraine’s university admission test, comparable to the SAT in the United States and A-level exams in the United Kingdom.
The platform was developed for the Ministry of Education and Science of Ukraine and the Ukrainian Center for Educational Quality Assessment (UCEQA). UCEQA is responsible for the full testing cycle: test planning, item development and piloting, test assembly, registration, test center preparation, administration, scoring, results, and analytical reports.
Every year, about 300,000 participants take the NMT in Ukraine and in 30+ other countries. The government uses their results to allocate state funding for higher education.
Tasks
To make university admission testing possible in wartime, when large groups of graduates could no longer gather in one place for hours.
To run standardized timed exams for hundreds of thousands of applicants a year on a single platform.
To give proctors and testing staff tools to manage sessions, including extra time for individual test-takers.
To connect the platform with government data source systems.
Challenges
Move a national exam from paper to computer. The paper format involved about 2,700 staff and 80 tons of printed materials, and moving them safely across the country was no longer possible.
Build and release the platform within two months, May and June 2022, in time for the summer admission campaign.
Run the first mass online testing in Ukraine, with thousands of test-takers in every session.
Replace large exam venues with smaller test centers, each with a shelter for everyone inside, and take air raid alerts into account in the testing process.
Keep test items secure across many days of testing, so questions could not spread among students between sessions.
Adapt Open edX, a platform designed for online courses, to strict timed exams and separate roles for proctors and testing staff.
Solutions
The Prozori Solutions team customized Open edX for one purpose: a high-stakes national exam with a fixed time limit. We set up a single multi-tenant Open edX platform optimized for one type of test, the timed exam, and adjusted the timed-exam functionality for the NMT.

We designed a deployment scheme for up to 20,000 concurrent users, so the platform could serve test-takers across Ukraine and abroad at the same time. The current bottleneck is in the number of test centers equipped properly and safe enough, not in the technical platform – we assume that when the security situation permits, we would be able to administer 100k exams in a single session provided there are enough devices or BYOD (bring your own device) policy is adopted.
We built on the Open edX allowance functionality and added an interface where proctors configure additional time for test-takers.

Proctors and the personnel responsible for the test have their own dedicated dashboards on the platform.

The platform includes air alert functionality. When an air raid alert sounds, testing and the exam timer are paused while participants and staff go to the shelter, and the session resumes after the alert ends.
We integrated the platform with government data source systems.
We extended the Open edX grade report for the needs of the national test.
The Prozori Solutions team also helped build analytics dashboards for NMT results.

Ukraine’s National Multi-Subject Test (NMT) Platform: Scale and Results
2 months to build and release · 1.4M participants since 2022 · 30+ countries every year · 20,000 concurrent users
Ready for the first NMT in 2022
The platform was built in May–June 2022, and the main NMT session started on July 18, 2022. The development was funded by international partners, including UNICEF Ukraine, UNESCO, the Government of Switzerland, and the Swiss-Ukrainian DECIDE project.
1.4 Million Participants Since 2022
Every year, the test takes place in Ukraine and in 30+ other countries. In 2026, 359,981 people registered for the test.
| Year | Participants |
|---|---|
| 2022 | 214,388 |
| 2023 | 269,381 |
| 2024 | 283,653 |
| 2025 | 289,787 |
| 2026 | 329,709 |

Capacity that grew with demand
The workstation quota per testing session rose from 12,500 in 2022 to 15,000 in 2023 and 20,000 in 2024.
Tests in national minority languages
Since 2024, tasks in mathematics, history of Ukraine, and science subjects have also been available in Polish, Romanian, and Hungarian for students of national minority schools.
Part of Ukraine’s online education infrastructure
In 2024, UCEQA published demo versions of all NMT subject tests on the All-Ukrainian Online School platform, also built by Prozori Solutions. The Ministry continues to use the Open edX-based software for the NMT and other entrance exams.
