About the Partner
Prozorro is Ukraine’s electronic public procurement system. The Prozorro portal connects public contracting authorities, suppliers, and authorized electronic marketplaces within a single procurement process.
More than 35,000 organizations conduct procurement through the system, while around 250,000 companies offer goods and services to the public sector. At the time this case study was prepared, the portal counter showed more than 54,000 announced tenders.
Prozorro translates procurement legislation into a unified electronic process, from procurement planning and tendering to contract award and publication of results. The state uses the system to procure medicines, food products, machinery, vehicles, equipment and a wide range of services, including those required by Ukraine’s Security and Defense Forces.
Prozorro and Prozori Solutions have worked together for many years. The Prozori Solutions team contributed to the system’s core by translating approved procurement rules into software logic, improving core components, and validating changes before deployment.
Tasks
Challenges
Updating a Live System:
Prozorro continued to serve more than 35,000 organizations and around 250,000 suppliers while development was underway. A change to a single component could affect procurement procedures, the API, and connected marketplaces.
Meeting Regulatory Deadlines:
Government regulations set specific dates for new procurement rules to take effect. Before each deadline, the team had to analyze the requirements, implement the necessary functionality, and complete testing.
Translating Regulations into Code:
The team converted regulatory requirements into system fields, statuses, validations, and transitions between procurement stages. Each interpretation required legal, analytical, and technical validation.
Maintaining Data and Integration Compatibility:
Prozorro’s architecture included multiple types of databases and more than 200 TB of file storage. System enhancements had to preserve existing records and maintain uninterrupted data exchange with authorized marketplaces.
Aligning Funding and Delivery Processes:
The state-owned enterprise’s budget and donor-funded contracts came with different requirements for timelines, documentation, and reporting. The team also had to account for the processes of government institutions, electronic marketplaces, and procurement organizations.
Coordinating Across the Procurement Ecosystem:
Changes in legislation, including procurement rules introduced under martial law, required regular updates to Prozorro. At the same time, the system had to continue processing procurement procedures and exchanging data with authorized electronic marketplaces without interruption.
Solutions
Prozori Solutions provided a dedicated development team to modernize and enhance the core of the Prozorro system. The work was organized into individual development tasks, with each task defining the required scope, deliverables, and implementation timeline.
Prozori Solutions assembled a team of Python and PHP/JavaScript developers with deep knowledge of Prozorro’s architecture and procurement process logic. The team developed and tested components within the system’s existing environment.
Prozorro set priorities and assigned specific development tasks. Prozori Solutions estimated timelines, brought in specialists with the required expertise, and took each enhancement through a structured development and testing cycle.
Prozorro Market enables public organizations to purchase standardized goods without preparing a separate set of tender documentation. Prozori Solutions contributed to selected development tasks for this functionality alongside other teams.
Before implementation, the team reviewed dependencies across modules, data, APIs, search infrastructure, and deployment processes. This helped prevent localized changes from causing issues in connected components.
Each task went through both functional readiness validation and a technical quality review. The contract also defined measurable criteria for delivery timelines, estimation accuracy, and the share of tasks returned with significant issues.

Changes That Work at National Scale
Prozori Solutions fulfilled its contractual commitments within the agreed timelines and supported the modernization of Prozorro’s core. In Q1 2026, the system announced nearly 183,000 procurements worth UAH 435.4 billion, illustrating the scale of the digital infrastructure for which the team developed and implemented changes.
Work on the core helped ensure that public institutions could continue conducting procurement electronically, applying current regulations, and publishing results through a single system.
