EDKI: A Digital System for Ukraine’s Unified State Qualification Examination
How Prozori Solutions is developing the exam platform and question bank for Ukraine’s Unified State Qualification Examination (USQE).
About the Project
EDKI (the Unified State Qualification Examination, or USQE) provides an independent, standardized assessment of graduates’ knowledge. For the government, a unified format creates a common basis for evaluating graduates across different specialties and higher education institutions.
Since 2024, Prozori Solutions has been developing the USQE’s exam system and Test Item Bank module. The solution supports test item preparation and review, exam administration, and results management.
According to the official report on the USQE for master’s degree programs in Law and International Law, held on November 21, 2024:
- 8,195 students took the examination
- 119 higher education institutions participated
- 95.34% attendance rate
- 550 exam rooms
- 564 proctors and 29 senior proctors
- 180 minutes per exam
Tasks
Automate test item development:
Set up workflows for managing specifications, authoring, and expert review.
Digitize expert review:
Record assessment criteria, reviewer comments, and decisions made by expert panels.
Create a test item bank:
Manage reference data, author and reviewer records, and each item’s usage history.
Integrate the test item bank with the exam system:
Transfer approved items from Odoo to Open edX through an internal API.
Digitize exam session preparation:
Manage exam rules, templates, venues, and participant roles.
Support results processing:
Enable scoring, appeals review, auditing, and data analysis.

Solutions
Prozori Solutions is developing two components linked through an internal API. The Test Item Bank supports test item development and management. The exam system handles exam administration and results processing.
The workflow covers specification, development, expert review, copyediting, and piloting. If reviewers reject an item, the team returns it for revision.
The bank records each item’s development history and tracks its use in exam forms.
Approved test items move from the bank to the exam system through an internal API. A separate server lets teams prepare exam forms before the exam begins. The system also supports proctoring, exam session administration, and results export.

A Digital Foundation for National Qualification Exams

Consistent Criteria, Comparable Results
Prozori Solutions helped build the digital foundation for standardized assessment through the USQE. The project brings key assessment stages into one digital process: test item support, preparation and expert review, exam administration, and results processing. This supports consistent assessment rules: the government gains a common basis for comparing results, while candidates take exams using the same criteria.
